(3) In 1892 I addressed a long letter to Your Lordship on the unsupported and inaccurate statements appearing in the Inspector's Report, and begging for a thorough investigation by a competent Commission. Your Lordship's reply is quoted above, par 2.
(4) In 1893, Dr Eitel not only repeated and magnified these inaccurate charges, but on the strength of them urgently demanded a thorough reform of the College under my charge. I wrote a protest against the manner in which he held his examination, and the dangerous character of his remarks, made to my assembled masters, which I said were liable to stir up a spirit of mutiny, a consequence that speedily ensued; four masters being immediately required by His Excellency to avow the fullest obedience to the orders of their Head Master, on account of a joint letter they wrote for His Excellency's information; while within six months, two of the senior English Assistant Masters had to be reprimanded by His Excellency for insubordination. On His Excellency's order, I drew up a lengthy and categorical reply, some 70 or 80 pages to Dr Eitel's Confidential Report of August 1893, the whole correspondence on both sides being forwarded to Your Lordship.
(5) Since then till the present address, I have heard nothing. Whether further charges have been made against me I know not; but I know that no opportunity of reply to such has been afforded me.
(6) When I went before the Retrenchment Committee, they showed me Dr Eitel's Confidential Report, which he had spontaneously laid before them, at the end of his examination by them. At my invitation, after carefully inspecting the building, they were kind enough to pay a surprise visit and stated that they failed to see any signs of the dirt and disorder referred to in Dr Eitel's Report; while Mr Jackson of the Bank added that it was in a far superior condition to his old school, Cheltenham College.
(7) In my Annual Reports, I have shown from statistics, that during my 13 years of office the attendance has been doubled, the revenue nearly trebled, the standard so raised that there are now 280 boys in the Upper School instead of 90. I submit then that I am subjected to a palpable and serious grievance, in being now superseded by a Board as if I were incompetent; while absolutely no enquiry has been made to substantiate the charges on strength of which this change is considered necessary.
(8) Under the circumstances, I feel that the only course open to me is ... again to humbly pray that Your Lordship will be pleased to transfer me to another post of equal emolument in the Colony or elsewhere.... If that is not possible, I beg to be retired on Pension as that trifling expense is insignificant, compared to the wrong done to an officer (the performance of whose duties has been annually praised by the Governors of this Colony, and more than once received commendation from Your Lordship and his predecessors) by the public advertisement of Your Lordship's dissatisfaction with him, and that without any enquiry being held.
